Decarbonization lever

A decarbonization lever is a category of change, such as energy efficiency, fuel switching or renewable energy, used to group emissions-reduction actions and quantify how much each category contributes to a climate target.

What is a decarbonization lever?

A decarbonization lever groups actions by the type of change that cuts greenhouse gas (GHG) emissions. ESRS E1-4 paragraph 34(f) examples include efficiency, fuel switching, renewable energy, and product or process changes. For ESRS E1 reporting, choose labels that fit your actions and use them consistently in your action register.

Why does a decarbonization lever matter to you?

ESRS E1-3 paragraph 29 asks reporters to present mitigation actions by lever, state achieved and expected GHG reductions, and connect significant capital and operating expenditure. A customer may ask for your action register, tonnes of carbon dioxide equivalent (tCO2e), dates, budgets, and calculation files.

How does a decarbonization lever work?

Give each action one primary lever. Record the Scope, owner, date, baseline, expected tCO2e reduction, method, expenditure, and dependencies. Add each estimate once. ESRS E1-4 AR 30 asks you to show each lever's estimated contribution to the GHG reduction targets, split by Scope 1, Scope 2, and Scope 3, and explain the planned technologies and climate scenarios used to choose the levers.

What mistakes should you avoid?

  • Listing levers without actions, dates, owners, or expected tCO2e reductions.
  • Counting one electrification project under both fuel switching and energy efficiency.
  • Adding estimates with different baselines, boundaries, years, or methods.
  • Treating carbon credits as reductions delivered by an operational lever.

Is a decarbonization lever the same as an action?

No. A lever is the category; an action is the dated project. “Energy efficiency” is a lever. Installing pasteurizer heat recovery by 30 June 2028 is an action.

How does SBTi V2.0 prioritize decarbonization levers?

SBTi Corporate Net-Zero Standard V2.0, published in June 2026 and effective from 1 February 2027, uses criterion CNZS-C21 to prioritize activity-level actions, meaning changes that directly reduce emissions in a company's operations and value chains. Before relying on broader action across an electricity grid, supply shed, logistics network, or whole sector, a company documents which activity-level actions it assessed and implemented where feasible.

What should you send when someone asks for your decarbonization levers?

Send the register with lever, Scope, target year, expected and achieved tCO2e, owner, date, budget, calculation workbook, assumptions, dependencies, and approval or progress record.

Example

Hypothetical dairy processor in Vietnam: Suppose an EU parent asks the processor for an ESRS E1-3 action table. Engineering estimates three actions: pasteurizer heat recovery, 800 tCO2e; electric heat pumps, 1,400 tCO2e; and rooftop solar, 1,100 tCO2e.

The first draft puts the heat pumps under both energy efficiency and electrification. It therefore reports 800 + 1,400 = 2,200 tCO2e under energy efficiency, 1,400 tCO2e under electrification, and 1,100 tCO2e under renewable energy. Those lever totals add to 4,700 tCO2e, although the three action files support only 800 + 1,400 + 1,100 = 3,300 tCO2e.

Assigning the heat pumps only to electrification corrects the table to 800 tCO2e from energy efficiency, 1,400 tCO2e from electrification, and 1,100 tCO2e from renewable energy. The corrected lever total is 3,300 tCO2e, removing the 1,400 tCO2e overstatement. All figures are illustrative; no emission factor is used.
