Climate change adaptation (EU Taxonomy objective 2 / ESRS E1)

Climate change adaptation changes operations, assets, or plans to reduce harm from current or expected physical climate conditions, while climate change mitigation addresses the emissions that drive warming.

What is climate change adaptation?

Adaptation changes an activity so physical hazards such as heat, flood, drought, or storms cause less harm. ESRS E1 treats it separately from emissions reduction and covers policies, actions, resources, and targets in paragraphs 22 to 33.

Why does climate change adaptation matter to you?

A reporting team, investor, or customer may ask which operations face harm, what you approved, who owns it, and whether the result improved. An assessment alone does not show that a control reduced closures, damage, or unsafe conditions.

How does climate change adaptation work?

Record the assessment boundary, meaning the entities, sites, and activities included. Name the physical climate hazard, assessment date, and time horizon. Identify which assets or people are exposed and why they are vulnerable, meaning how easily the hazard could harm them. Give each action an owner, deadline, cost, and before-and-after measure. Retest that measure using the same method and check that the action does not transfer risk to workers, neighbours, nature, or other assets.

What mistakes should you avoid?

  • Calling an emissions-cutting project adaptation without naming a physical hazard and the harm being reduced.
  • Reporting the number of sites assessed as if it measured the result of the action.
  • Changing the test, threshold, or time period between the before and after measurements.

Is climate change adaptation the same as mitigation?

No. Mitigation cuts greenhouse gas emissions or increases removals. Adaptation limits harm from climate conditions. A project can support both, but record its emissions and physical-risk results separately.

Does an adaptation project automatically align with the EU Taxonomy?

No. Article 11 defines substantial contribution to adaptation, but passing that test alone does not establish EU Taxonomy alignment. The activity must also meet the technical screening criteria for the specific activity, do no significant harm to the other environmental objectives, meaning it cannot solve one environmental problem by causing serious harm to another, and satisfy minimum safeguards for responsible business conduct and human rights.

Example

Suppose a hypothetical retail chain in India identifies six stores where a drought-related 24-hour municipal water interruption could stop sanitation and trading. This is a general adaptation-management scenario, not an EU Taxonomy alignment claim. Using the same simulated outage and opening hours, the baseline estimate is eight closure hours per store. The facilities director must install 4,000-litre water-storage tanks and low-flow fixtures at five stores by 31 March 2027.

A post-installation drill estimates two closure hours per treated store. The expected closure-hour reduction per treated store is (8 - 2) / 8 x 100 = 75.0%. Action coverage is 5 / 6 x 100 = 83.3% of the identified stores. Before sign-off, a water-safety review must confirm stored-water quality, emergency access, and that the tanks use the stores' normal municipal allocation rather than drawing extra groundwater or reducing community access. The file records the baseline method, drill results, owner, date, and decision for the untreated store.
